A bail bondsman in Florida has been arrested for allegedly exploiting incarcerated women by offering to bail them out in exchange for sex, according to Attorney General Ashley Moody. Russell Bruce Moncrief, 75, the owner of Moncrief Bail Bonds, is facing charges of human trafficking and racketeering for his actions. The investigation revealed that Moncrief targeted women in county jail as well as those arrested for prostitution and drug charges. Once he bailed the women out, he would then threaten to revoke their bonds to maintain control over them. Additionally, he allegedly offered to bail out some women under the condition that they engage in sexual activities with others outside of the jail. The attorney general stated that Moncrief even “sold women he bonded out to other buyers.”
The Metropolitan Bureau of Investigation identified at least 26 potential victims and numerous witnesses during their three-year investigation. This case comes on the heels of a similar arrest involving a local defense attorney, John Gillespie, who faced allegations of similar behavior. Victims of Gillespie claimed that they were forced to have sexual relations with Moncrief in exchange for being bailed out of jail or for others to be bailed out. Gillespie was deemed incompetent to proceed and is currently in Orange County Jail awaiting further legal proceedings.
An attorney representing Moncrief did not immediately respond to requests for a statement, but denied all allegations to WKMG. If found guilty, Moncrief could face a maximum sentence of 125 years in prison. He is scheduled to appear in Orange County court on Nov. 8.
